It is no coincidence that at the opening of the St. Petersburg Polytechnic Institute, on October the 3rd, 1902, the first lecture to students of the technical faculties (metallurgic, electromechanical and shipbuilding) was read by Professor Ivan Vsevolodovich Meshcherskiy (1858-1935).

He had been a chairman of Theoretical Mechanics Department since the day of its establishment in 1902 up to 1930 and played a significant role in theoretical mechanics teaching not only in Russia, but all over the world.

Being one of the scientists who brought teaching mechanics in high technical schools closer to the needs of the engineering practice he, with all the Department staff, published «Theoretical Mechanics Problems» problem book and introduced practical trainings (exercises) for students.

The first printed issue of the problem book was published in 1914, the last one, the 37th, in 1998. On January the 15th, 1893, at a St.Petersburg Mathematical Society meeting, he read the paper called «Dynamics of variable-mass body» that greatly promoted development of native rocket industry.

Не случайно, что при открытии Санкт-Петербургского политехнического института 3 октября 1902 г. первую лекцию студентам технических факультетов (металлургического, электромеханического и кораблестроительного) прочел профессор '''Иван Всеволодович Мещерский''' (1858-1935). Он был заведующим кафедрой теоретической механики со дня ее основания в 1902 г. по 1930 г. и сыграл огромную роль в постановке преподавания теоретической механики не только в нашей стране, но и во всем мире. Являясь одним из тех ученых, которые стремились приблизить преподавание механики в высшей технической школе к потребностям инженерной практики, он, вместе со всем коллективом кафедры, создал “Сборник задач по теоретической механике” и ввел практические занятия студентов (упражнения) по решению задач. Первое печатное издание задачника вышло в 1914 г., а последнее - 37 - в 1998 году. На заседании Петербургского Математического Общества 15 января 1893 г. И.В.Мещерский прочитал доклад «Динамика тела переменной массы», развитие темы которого привело к созданию теоретических основ отечественной ракетной техники. Круг интересов Ивана Всеволодовича был весьма широк, о чем свидетельствуют названия его статей: “Гидродинамическая аналогия прокатки”, “Задача из динамики переменных масс”, “Дифференциальные уравнения движения гироскопического вагона однорельсовой железной дороги”, “Теоретические исследования манометрической трубки”, “Современное положение вопроса о механических единицах”, “Труды Б.К. Бобылева по гидродинамике”. В 1907-1908 годах И.В.Мещерский являлся ректором Санкт-Петербургского политехнического института.
